William Montgomery Pullin, 64, of Frostburg, MD, passed away Tuesday, August 11, 2026 at UPMC Western Maryland in Cumberland, MD.

He was born on June 14, 1962 in Richmond, VA, the son of the late Ralph Montgomery Pullin and Ruth Charlotte (Simpson) Pullin. He grew up primarily in Highland County, VA before moving to Cumberland, Maryland, where he graduated from Fort Hill High School.

Known to most as “Billy”, he never met a stranger and could strike up a conversation with just about anyone he encountered. A true “people person”, he enjoyed talking, sharing stories, and getting to know those around him. Billy was also known as an avid collector, especially of ball caps. Over the years, his collection grew to nearly 10,000 ball caps, and he took great pride in the fact that no two were alike. Billy always knew the exact number in his collection, which he was happy to tell you. He also enjoyed collecting coffee cups, adding yet another collection of unique treasures that reflected the things he enjoyed. Additionally, Billy especially enjoyed all the good-natured “picking” Donnie would give him. It was always in good fun and brought plenty of laughter to Billy, Donnie, and those around them over the years.

His gift for conversation, friendly nature, love of collecting, and the laughter he shared with others will be fondly remembered by all who knew him.

In addition to his parents, he was predeceased by a sister, Alma White.

Billy is survived by his sister, Ruth Johnson and husband, Bob of Cumberland, MD; along with extended family members in Virginia, including Don and Mary Dowdy of Monterey, VA.

A funeral service will be held 11 a.m., Friday, August 14, 2026 at Obaugh Funeral Home in McDowell, VA, with pastor David Sandvick officiating. Interment will follow in Clover Creek Cemetery.

Family and friends in attendance will serve as active pallbearers.
